TWO-YEAR ENGINEERING SCIENCE ASSOCIATION

CONSTITUTION

ARTICLE I -     NAME 

The name of the organization shall be the STATE UNIVERSITY OF NEW YORK TWO-YEAR  ENGINEERING SCIENCE ASSOCIATION (SUNY TYESA). (Hereinafter to called “The Association”.)

 

ARTICLE II PURPOSES

 The purposes of this organization are:

A.       To provide a forum for the free expression of ideas and opinions of the Association members on Engineering education.

B.       To maintain communication between two- and four-year colleges.

C.       To provide for a continuing review of the quality, content, and goals of the two-year Engineering Science curriculum.

D.       To facilitate transfer from two-year to four-year colleges.

E.       To provide a means of joint action on all matters of mutual interest and benefit to the welfare of the Engineering Science programs constituting the membership.

F.       To foster communication with the State Education Depart­ment and other regulatory agencies.

 ARTICLE III MEMBERSHIP 

A.       Regular membership shall be open to all institutions of higher education in the State of New York which meet the following criteria:

1.       Grant the Associate in Science Degree in Engineer­ing Science.

2.       Adhere to the Curriculum Guidelines established by the Association in cooperation with the Association of Engineering Colleges of New York State. Ques­tions as to the interpretation of the Curriculum Guidelines shall be the responsibility of the officers of the Association as described in Article IV below. 

Regular members in good standing shall consist of institutions as defined above and:

1.       whose dues and assessments are not in arrears.

2.       who submit a certification that they comply with the Curriculum Guidelines as defined in Article Ill-A above. 

B.       Liaison member shall be open to those institutions and agencies expressing interest and willingness to participate in open meetings of the Association for purposes of information and communication. Liaison membership shall be conferred by the presiding officer of the Association. 

ARTICLE IV - OFFICERS AND ELECTIONS 

There shall be a President, Vice-President, and a Secretary-Treasurer selected from he regular membership who shall be elected for two-year terms at the annual meeting. Their terms shall start the first of September following their election.

A.       The President shall represent the Association in all applicable meetings of the Association of Engineering Colleges of New York State.

B.       Voting matters shall be decided by a simple majority of the regular membership present. Each institution possessing regular membership is entitled to one vote. 

ARTICLE V MEETINGS 

A.     There shall be at least one meeting each year, convening with the Association of Engineering Colleges of New York State unless otherwise decided by the membership. Other meetings shall be held at the call of the President or at the request of 25 percent of the regular membership.

B.             A quorum shall consist of 50 percent of the regular membership. 

ARTICLE VI - DUES 

          A.        An annual membership fee, in an amount determined by  the regular membership to be sufficient to enable the Association to   conduct its necessary business, shall be   assessed~ all regular member  institutions payable by  January 1st each year.

          B.        Liaison members shall be excluded from assessment  of dues. 

ARTICLE VII GOVERNANCE 

          A.      Robert’s Abridged Rules of Order shall govern the  conduct of meetings unless otherwise specified in this Constitution or its Amendments.

 

ARTICLE VIII AMENDMENTS 

          A.      Amendments may be proposed by any regular member  and must be circulated to the membership not less than 30 days prior to the date of the Association meeting at which they are to be considered for action.

          B.      Amendments proposed as in Article VIII-A will be   enacted by a majority vote of the regular  membership present at the meeting.
